Victim
Dana Pevia was kidnapped from her North Carolina school bus stop in 1999 when she was only 11. In March, 2003, she was able to escape her captivity in Mexico and visit the American Consulate in Guadalahara. The officials there contacted the National Center for Missing and Exploited Children and through them reached Dana's mother Wanda was contacted. Dana returned home a few days later with her two children. The apparent kidnapper Hector Frausto, a "Mexican construction worker," was arrested in North Carolina on March 27. Dana was evidently forcibly kept captive by his family in Mexico for much of that time. She was only able to get away because she had the help of a sympathetic neighbor.


Victims

What sort of monster could murder three children in the most brutal manner — one child was beheaded and the two other were nearly decapitated. They also suffered a variety of injuries including blunt force trauma and asphyxiation. The victims, residents of Baltimore, (l. to r.) were siblings Alexis Quezada (10) and Lucero Quezada (9) and their cousin Ricardo Espinoza (9).
    The two men arrested for the crime were also relatives: Policarpio Espinoza, 22, brother of the father of the two siblings, and Espinoza's cousin Adan Espinoza Canela, 17. The accused are illegal aliens as are the parents of the murdered children. Apparently the arrests were based on DNA/blood evidence.

Saul Dos Reis is every modern parent's worst nightmare: the 24-year-old Brazilian national contacted a 13-year-old girl, Christina Long of Danbury, Connecticut, in an internet chat room, met her for sex and killed her, supposedly strangling her during rough sex. He then drove around for an hour with her body in his car, finally dumping Long's body in Greenwich. Dos Reis sent her computer a long email the next day to establish an alibi, trying to create the appearance that the sixth-grader was still alive and he expected to see her again.
   The internet aspect of this case has gotten a lot of media attention, and rightly so: the dangers posed by insufficiently supervised online activity by children are very real. However, the human carnage perpetrated by criminal aliens has been little considered in the media and by Congress. Dos Reis is a predator who should not have been in this country to pursue children for sex. He was sentenced May 6, 2003, to 30 years in jail. He will be sentenced in federal court in a few months time for the charges of crossing state lines to have sex with a minor.
   Incidentally, in researching this story, IHC discovered that prisoner Saul Dos Reis is on the internet again, looking for a pen pal, "a woman with a good heart that loves to write and that is not afraid of being herself." In his list of self-descriptions, he says that he is in jail for "Assault 2nd" — with no mention that he strangled a 13-year-old girl to death.
   At his federal court sentencing on September 8, 2003, Saul Dos Reis was handed an additional 25 years in jail for traveling across state lines to engage in sex with a minor.

Thirteen-year-old Laura Ayala went missing in March 2002, taken just a few feet from in her home in Houston. At this writing, there is no child and no body, although blood identified as being hers was identified in 2002 in the car of men believed to be connected with her abduction. Because of some evidence that she had been taken to Mexico, part of the search has been there. One complication was Houston's policy of "sanctuary" which disallows police from investigating a person's citizenship status. Illegal alien Walter Alexander Sorto was in police hands for traffic tickets but could not be deported because of the sanctuary policy: he is believed to be connected in Laura Ayala's disappearance which occurred several months after the ticket problem. Houston police office John Nickell testified before Congress (2/27/02) about how sanctuary laws inhibit the effectiveness of beat cops to deal with criminals and prevent crime.

Raul Ortiz Gonzalez is another of the many violent creatures let loose on innocent children by border anarchy and permissive interior enforcement of immigration. An illegal alien from Mexico, he is accused of shaking two-year-old toddler Mariella De Luna to death as a result of internal head injuries, specifically hemorrhaging to the brain and retinas. Gonzalez was the unemployed live-in boyfriend of the child's mother. The crime occurred in Franklin, Indiana, demonstrating that violent crimes by illegal aliens are no longer just the problem of southwestern states. Local police have been unable to find Gonzalez and believe he may have escaped to Mexico.

MIAMI -- A fifty-year-old man who pleaded guilty to attempted sexual battery and to lewd and lascivious molestation of a child was arrested here June 1 by U.S. Immigration and Customs Enforcement (ICE) detention and removal officers. Jeffrey Proctor, a national of Trinidad and Tobago, was sentenced to serve 364 days in prison, along with 10 years of supervised probation as part of his plea agreement. Proctor, who entered the country as a visitor for pleasure in 1986, opted to violate the law and overstayed his visa. As an aggravated felon, he was issued an administrative final order of removal on June 1.

Eleodora Contreras, shown being helped to a court appearance by a police escort, was the mother of Walter Contreras Valenzuela, a 10-year-old boy who was murdered May 20, 2001, by an illegal alien from Honduras. Walter enjoyed playing along the Whippany River, just a short distance from his Morristown, New Jersey, home. He liked to fish in the river, with friends or sometimes with people he met on the bank. Tragically, one whom he met, Porfirio Jimenez, was a sexual predator. In another case of INS and police failure, the alleged killer had been arrested three times, once for threatening a man with a knife, yet the illegal alien remained in America to commit much more serious crimes. The boy was beaten so badly that his mother could not recognize his face, and he was sexually molested before being murdered. Porfirio Jimenez is scheduled to go to trial in January 2004.

Adan Espinoza Canela, 17, Policarpio Espinoza, 22, were charged with three counts of first-degree murder and one count of possession of a deadly weapon. A fillet knife with at least a 10-inch blade was used to decapitate one child and partially behead the other two children. Both men are from Mexico. Jose Luis Melchor-Aparicio was arrested for impregnated his own daughter and then demanded that she have an abortion. He failed to register as a sex offender, had two prior deportation orders, attempted to hide his identify by lying and using fake documents, and was charged with re-entering the United States after a formal deportation. From this man's various aliases, Enrique Alvarez has been the one settled on for the time being. He is a kidnapper who stalked a nine-year-old girl in San Jose, California, and snatched her from her home even though her mother and brother tried to fight off the intruder. The little girl fought back while Alvarez held her hostage and raped her several times. He finally relented after a couple days and released her. Since Alvarez is an illegal alien, it is not yet known whether he has a history of child sex abuse. He physically resisted being fingerprinted by the police, so it's likely that he has a criminal record of some length.
    Trial Update: There was some dispute for a time that the accused rapist, now known as David Montiel Cruz, was insufficiently intelligent — public defender Carl Beatty said Cruz has an IQ of 58 — or was too mentally disturbed to stand trial. But a jury has found him competent enough to be tried. A preliminary hearing held Oct. 24 revealed how much presence of mind the victim, now aged 10, had during the time she was held. She helped police enormously in arresting the suspect because she could describe minute details about her imprisonment, such as the cell phone number used to order a pizza and the number 70 on a violet-trimmed house where she was kept.
    Cruz faces more than 100 years in prison if he is convicted on all charges, which include burglary, sexual assault and kidnapping.

MIAMI -- A 40-year-old Nicaraguan national convicted for burning his 12-year-old stepson with a soldering iron and beating him repeatedly with a belt buckle, electrical wire and broomstick was arrested here Thursday by U.S. Immigration and Customs Enforcement (ICE) detention and removal officers. Freddy Perez was convicted in a Miami-Dade County court on Feb. 16, 1999. He was sentenced to five years probation, along with 150 hours of community service, domestic violence counseling and parenting classes. Perez, who failed to appear for his immigration hearing on May 11, 2006, was ordered removed in absentia by an immigration judge. "This man left irreparable damage in his stepson's life," said Michael Rozos, field office director for detention and removal in Florida. "Those illegally in the country engaging in horrible acts such as these should know that you too will be found and arrested."

Another American stymied in the pursuit of justice for a murdered child is Ron Cornell, shown here with a car-hood portrait of his murdered son Joey. His son's killer, Gonzalo Villalobos, escaped to Mexico and, like so many others, is being protected by the Mexican government's refusal to extradite. At one point, Villalobos' whereabouts in El Salvador were known precisely, but there is no extradition cooperation with that nation either.

In another case of justice denied, the murderer of Phoenix high school student Tanee Natividad merely crossed the border into Mexico to escape law enforcement. A local television station was able to track down the murderer in a bar just a few miles across the border without much effort. Max LaMadrid has no reason to hide because the Mexican government actually helps violent criminals escape American justice. According to Arizona Attorney General Janet Napolitano, action by the Mexican supreme court making it more difficult to extradite criminals has "created an incentive for people to flee into Mexico as a safe harbor." At one time, Mexico would not extradite criminals who might be subject to the death penalty; the Mexican court recently extended this "protection" to any Mexican who might receive a life sentence, thereby giving a free pass to rapists, kidnappers and child molesters. In fact, the investigating reporter found 100 cases of violent criminals from the Phoenix area escaping into Mexico in just the last few years. Meanwhile, the grieving family of 16-year-old Tanee gets no justice — like thousands of others in the southwest.

Nicolas Sandoval-Medina, 24, was indicted on seven counts ranging from drug and firearms offenses to unlawfully re-entering the U.S. after deportation. In 1996, he first entered the U.S. illegally and was deported in 1997. He later re-entered the country illegally, and had sex with a 12-year-old girl, and was convicted on two counts of Lascivious Acts with a Child in 1999. He was prosecuted for re-entering the country after deportation in 2000. He was arrested on April 14 when agents discovered 25 lbs. of marijuana in his possession, and six rifles and two handguns. Jose Garcia raped and beat a 13-year-old girl, then left her for dead in a roadside ditch under a pile of leaves and garbage, according to authorities. Priest Kelvin Iguabita is facing a long prison term for the rape of a child. He was convicted of raping 15-year-old Faith Johnston who worked in the rectory of the Haverhill, Massachusetts, Catholic Church, where he served as assistant pastor. Faith has suffered panic attacks and attempted suicide, but she wanted to come forward and speak out openly now that she is 18 to confront the rapist priest and see him stopped. Superior Court Judge Richard Welsh sentenced the man to 12-14 years in prison, a longer term than the prosecutor requested, and remarked to Iguabita, "She comes to you with her problems and you respond with a series of calculated sexual assaults. It's difficult to conceive of a greater abuse of a position of trust." Iguabita will be deported to Columbia at the end of his prison term.

LOS ANGELES -- A Mexican national who attempted to kidnap a seven-year-old girl from a local Laundromat is one of 25 persons arrested by U.S. Immigration and Customs Enforcement (ICE) in Los Angeles during the past three days as part of a joint enforcement effort with the United States Attorney's Office targeting foreign nationals with prior convictions for sex offenses, many of them involving children. Twenty-one sex offenders - including 17 Mexican nationals, three Salvadorans, and a Filipino - are being detained by ICE and will be placed in administrative immigration proceedings. Of the 21, 14 are legal permanent residents whose criminal convictions make them subject to deportation. The remaining seven entered the country illegally.
